In Juche 69 (1980), there was a plan to build a factory with great economic profit up the Songchon River flowing through Hamhung City, the seat of South Hamgyong Province.

Upon receiving the report on this plan, the Chairman said that the site is an ideal place for the construction of the factory, but it may affect the supply of drinking water to Hamhung City. And he made sure that other site was chosen for its construction.

Such warm love for the people could be shown only by the Chairman who put the people's demand and their interests and convenience above anything else and regarded it as his iron rule to perfectly do everything in favor of them without any negligence.
