Contained in the book are 119 works such as historic speeches, talks and orders made by the President in the period from October Juche 39 (1950) to February Juche 40 (1951).

Kim Il Sung in his works scientifically analyzed the prevailing political situation of the country and the current state of the People's Army and stressed the need to strengthen the Party's leading role within the army and further intensify the political education among servicepersons.

He set forth the strategic tasks for turning newly-formed units into the ones with powerful combat capability in a short span of time, forming the second front to conduct a harassment operation behind enemy lines and hastening the final victory in the Fatherland Liberation War by continuously expanding the battle results.

Some of the works deal with the ideas of preparing for the postwar reconstruction, including a measure for training technicians needed for it, and of constructing the cities befitting to the reality of the country and the national characteristics. They also indicate the tasks and ways for successfully ensuring the wartime broadcast, newspapers and communication and making the cultural propaganda contribute to the victory in the war.

Besides, there are works giving clear-cut answers to such theoretical and practical issues arising in hastening the victory in the Fatherland Liberation War as the matters of stabilizing and improving the people's livelihood in the wartime and fulfilling the wartime production tasks without fail.
