An official with low political consciousness and practical ability can neither adhere to his or her own opinion in any work nor present a proper plan for its execution, swaying to the right and the left and finally bringing the work to naught. The officials should have a broad political view and become familiar with practical business. Only then, they can grasp the intention of the Party with a keen sense and apply it correctly, and guide all the works as required by the Party policies and sci-tech principles.
