Young people in Songrim City and Sungho County volunteered to work at the Hwanghae Iron and Steel Complex and graduates of Hwangju Middle School for Orphans to the major industrial establishments of the province.

Young people in Sariwon City and Sangwon County also volunteered to work at the Komdok Mining Complex, the Tukjang Area Coal Mining Complex and others and those in Singye, Jangphung, Yonsan and other counties to work at cooperative farms.
