The President made the conclusion "Let Us Radically Improve the People's Living Standards by Strengthening the Role of the County and Further Developing Local Industry and Agriculture" at the Changsong Joint Conference in August Juche 51 (1962). In the conclusion, he clearly indicated the ways to improve the people's living standards in the mountainous areas by strengthening the county and developing local industry, agriculture and livestock breeding and accelerate the technical revolution and to put efforts into the education and culture and enhance the role of the county Party committee.

Present at the meeting were Jon Hyon Chol, member of the Political Bureau and secretary of the Central Committee of the Workers' Party of Korea (WPK), Ri Song Hak, vice-premier of the Cabinet, Jang Kyong Il, minister of Light Industry, Mun Kyong Dok, chief secretary of the North Phyongan Provincial Committee of the WPK, Jang Se Chol, chairman of the Provincial People's Committee, officials concerned and officials and working people in the county.

Jon Hyon Chol said in the report that the Changsong Joint Conference was a historic event as it brought about a new turn in enhancing the role of counties, the regional center of socialist construction, developing the local economy and improving the people's living standards.

He noted that after the conference, all cities and counties including Changsong County could turn into a regional center guiding the agriculture and local economy and a fortress supporting the overall development of the country, which ensures the unified guidance of the Party and the state, under the energetic leadership of the peerlessly great men.

The originality and validity of the idea and theory on the regional center in socialist construction and the great vitality of the Changsong Joint Conference have been more strikingly displayed along with the new era of the Juche revolution, he said.

The reporter called upon all the officials and working people to add luster to the feats of President Kim Il Sung and Chairman Kim Jong Il and carry on the vigorous struggle to usher in a new era of local industry and rural development under the leadership of the respected Comrade Kim Jong Un.
