The message said: On this day of every year, we respectfully remember the exploits and merits of the officers and men of the Red Army who dedicated their blood and life to the sacred cause for opposing Japanese imperialism and liberating Korea.

It expressed the conviction that the friendly and cooperative relations between the two countries would grow stronger on a new strategic level under the agreement reached at the historic DPRK-Russia summit in April 2019.
