It set the work to change the appearance and environment of the countryside as the most important task in socialist rural construction, the popular work desired and welcomed by all the people and the political work for creating a new civilization in the countryside and bringing a new world of regional changes, and has energetically guided the struggle for its realization.

Under the plan of the Party Central Committee to turn all rural villages across the country into the level of the ones in Samjiyon City, the Party and state guidance system and materials supply system were established to push ahead with the construction of rural houses. And such material and technical foundations for the construction were laid as designing and building forces, construction equipment and building materials production bases.

Officials and builders of provinces, cities and counties turned out in the rural housing construction, true to the intention of the Party, thus working miracles of building the first exemplary entities in different parts of the country which well represent modern civilization and regional distinction.
