The Cabinet puts its main emphasis on taking practical measures related with this year's farming and laying foundation for long-term development of agriculture in line with the intention of the Party Central Committee which set it as an important revolutionary task for achieving the prosperity and development of the state and the promotion of the people's well-being to transform the countryside in a revolutionary way.

It set the labour and material support to the countryside as a primary issue in attaining the goal of grain production, the first target of the 12 major goals of national economic development, and is keeping in step with the detailed plan and organizational work for it.

The Cabinet and the State Planning Commission have taken measures to preferentially supply materials and equipment needed for the maintenance and reinforcement of existing irrigation facilities and further expansion of irrigation areas, with the view that the completion of the country's irrigation system is an important work to implement the Party's policy on strongly accelerating the rural development.

The issue of substantially and timely supply of farming materials urgently needed for farming this year is also discussed.

Meanwhile, measures have been taken to conduct the reclamation of tideland and acquiring new land in a unified way by turning them into nationwide undertakings and to secure seeds, manpower and technical means necessary for tideland farming in a far-sighted way.

The Cabinet, the State Planning Commission and other economic guidance organs are also directing their main efforts to establishing strict discipline for implementing the national economic plan.

In the work to carry out the national economic plan in every ten days, every month and every quarter, practical measures are taken to give play to the might of self-reliance, science, technology and the collective emulation movement.

Practical work to implement the tasks for improving the state financial and monetary work is getting brisk.

Research and efforts are being made to solve the problems arising in strengthening the country's financial foundation and financial discipline, improving banking and establishing a scientific national financial system at an early date.
