Amid promoting frame work, the construction guidance forces have been reorganized and skilled workers allocated in a rational way in accordance with newly arising construction tasks including public buildings and subsidiary facilities. Meanwhile, a shock brigade has been organized with commanding officers to raise the construction speed by more than 1.5 times.

On the basis of creative ideas arising during the construction, efficient construction and working methods are being introduced and generalized and the quality and speed of projects are guaranteed by enhancing the operation rate of rolling stocks.
