The decree said that the DPRK people are to greet the 70th anniversary of the victory in the great Fatherland Liberation War in the historic general advance toward a new victory of socialism under the leadership of the great Workers' Party of Korea.

The victory in the war is the brilliant one of the Juche-oriented military idea, outstanding strategy and tactics and rare commanding art of President Kim Il Sung, an ever-victorious iron-willed brilliant commander and legendary hero, and the precious fruition of the heroic death-defying struggle of the service personnel and people of the DPRK who fought at the cost of their blood to defend their beloved country with absolute trust in the leader, it added.

The SPA Standing Committee decided as follows to celebrate the 70th anniversary of the victory in the great Fatherland Liberation War with splendor and to give the state's commendations to the war veterans and persons of wartime merits:

1. A commemorative medal is instituted to mark the 70th anniversary of the victory in the Fatherland Liberation War.

2. The regulation of awarding the commemorative medal marking the 70th anniversary of the victory in the Fatherland Liberation War and its diagram are approved.

According to the diagram, the medal is depicted with a red five-point star of 39 mm in diameter.

Embossed on the red five-pointed star are the figure "70" meaning the 70th anniversary of the war victory and the laurel, symbol of victory and glory. And carved in the ground of the medal depicting the national flag are letters reading "Jonsung" (victory).

The upper part of the medal has two white stripes bilateral-symmetrically on the red background to show the meaning that the blood shed by the victorious wartime generations and their spirit of defending the country are creditably inherited.

Seen on its backside are letters "Commemorative medal marking the 70th anniversary of victory in the Fatherland Liberation War".

The miniature medal is 33 mm in length and 10 mm in width and is covered with a silk cloth of the same pattern as the upper part of the medal.
