He learned in detail about the farming in Jaeryong, Unchon, Hwangju, Sukchon, Mundok and other counties of North Hwanghae, South Hwanghae and South Phyongan provinces. He stressed the need to certainly attain this year's goal of grain production by manuring and cultivating crops in a more scientific and technological way in conformity with the characteristics of topography and the growth condition of the yielding period.

In particular, he called upon all officials and agricultural workers to always maintain a close watch for the disastrous abnormal weather and thoroughly take relevant measures for readjusting the irrigation and drainage systems in a responsible manner to minimize damage caused by typhoon, flood and heavy rain to be foreseen.

He stressed the need for the agricultural guidance organs at all levels to establish a more well-regulated system of unified control and command of regional agricultural production units , intensify scientific guidance over farming and provide materials and farm machine accessories according to the farming processes in a far-sighted way.

Meanwhile, he visited the Jonchon Rock-drill Factory and learned about the situation. He held a consultative meeting at which he took measures after discussing the issue of renewing in a more far-sighted and innovative way the goal for updating the factory in conformity with the economic development strategy set forth at the Eighth Congress of the Party and the plenary meetings of the Party Central Committee, the issue of further strengthening the ties and cooperation with scientific research institutes and the issue for relevant units to fully supply necessary equipment and materials.
