Present at the wreath-laying ceremony were Kim Tok Hun and Choe Ryong Hae, members of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea (WPK), leading officials of the Party, the government and the military and officials of the C.C., WPK, the Standing Committee of the Supreme People's Assembly, the Cabinet, the Ministry of National Defence, the Ministry of Public Security and the Party and power organs in Pyongyang Municipality.

Wreaths in the names of the WPK Central Committee, the State Affairs Commission of the DPRK, the Standing Committee of the Supreme People's Assembly of the DPRK and the Cabinet of the DPRK were laid at the wreath-laying stand.

The participants paid a silent tribute to the memory of the anti-Japanese revolutionary martyrs.

On the same day, officials of the Party, administrative organs and working people's organizations and service personnel in Ryanggang Province laid wreaths before the Hyesan Revolutionary Martyrs Cemetery.
