Attending it were members and alternate members of the SPYL Central Committee.

Present as observers were officials of the SPYL Central Committee and youth league committees of ministries, national institutions, provinces, cities and counties and instructors of the youth league and the children's union at schools.

The enlarged plenary meeting discussed the first agenda item "On revising some of the rules of the Korean Children's Union" and the second agenda item "On revising some of the rules of the Socialist Patriotic Youth League", etc.
