First Workshop of Chairmen of Provincial, City and County People's Committees Held
Pyongyang, October 3 (KCNA) -- The first workshop of chairmen of provincial, city and county people's committees took place at the conference hall of the office building of the Central Committee of the Workers' Party of Korea (WPK) from September 29 to October 2.

The workshop was convened to ensure that the chairmen of the people's committees successfully fulfill their responsibilities and roles as the engine for accelerating the independent and multi-faceted development of the relevant regions and the masters responsible for the people's living in turning all cities and counties into strategic bases for building a powerful socialist country and developing them into the areas with their own peculiar characters, true to the Party's idea of attaching importance to the cities and counties and its line of strengthening cities and counties.

Present there were chairmen of the provincial, city and county people's committees, administrative department directors of the provincial people's committees and officials of the Secretariat of the Cabinet.

Jo Yong Won, member of the Presidium of the Political Bureau and secretary for Organizational Affairs of the Central Committee of the WPK, made an opening address.

During the workshop, there was an intensive lecture and practical study on the work principle and methodologies to be prioritized and surely applied by the chairmen of the people's committees in planning, organizing and guiding the work of power organs and all the economic and cultural affairs in relevant areas, as required by the Party's plan and the new era in which local areas change.

Taking the floor at the lecture were Kim Tok Hun, member of the Presidium of the Political Bureau of the WPK Central Committee, vice-president of the State Affairs Commission of the Democratic People's Republic of Korea and premier of the Cabinet, Ri Il Hwan, Kim Jae Ryong and O Su Yong, secretaries of the Party Central Committee, Ri Hi Yong, first vice department director of the C.C., WPK, and Kim Kum Chol, secretary general of the Cabinet.

The lecture underlined the need for the chairmen of the provincial, city and county people's committees to fundamentally improve their working style and manner, being aware of their heavy mission and duty of being responsible for the regional bases of the country and the strategic fortress of socialist construction, and to establish a climate of thoroughly implementing the Party's decisions.

The lecture explained the issue of turning all cities and counties into the highly civilized ones, where the Korean-style development and regional characteristics are epitomized in all fields of politics, economy and culture.

It also explained that the success or failure of the independent and diversified development of the cities and counties depends on the vigorous drive for realizing the long-term management of the economic affairs of the cities and counties, as required by the Party's line and policy for economic construction and the Korean-style economic management method.

It also stressed the need to display the popular work method and style of devotedly serving the people by implementing the people-first principle, and dealt with the ways for decisively enhancing the functions and roles of the city and county people's committees.

Through the lecture, the participants more deeply realized the validity of the Party's line and policy of strengthening the people's power organs, cities and counties, and grasped the methodologies conducive to bringing about a turn in improving the people's standard of living.

During the workshop, the participants deeply reviewed their study for improving their political and practical qualifications, looked at the photos dealing with the immortal history of revolutionary activities of the peerlessly great men, watched a film and drama on the theme of devoted efforts for the good of the people, and attended other political and cultural events.
