In his work "Officials Should Become Devoted Servants of the People" published on October 28, Juche 92 (2003), he formulated that it is our revolution and our socialism to defend and realize the people's demands and interests.

In "The Workers' Party of Korea Is the Party of the Great Leader Comrade Kim Il Sung", "Let Us Strengthen Our Party into the Party of Comrade Kim Il Sung Forever" and other works, he stressed that believing in the people as in Heaven is the starting point of our Party and state activities.

There are also works associated with the noble love for the people of the peerlessly great man, who with his gifted wisdom and extraordinary leadership guided all fields of social life including science, literature and arts to faithfully serve the people.

In the work "We Must Carry forward and Implement down through Generations the Revolutionary Cause of Juche Pioneered on Paektu" published in the last period of his life, he said that to believe in the people as in Heaven is the motto of President Kim Il Sung and himself and also of the respected Comrade Kim Jong Un. And he called upon the entire party, the whole army and all the people to steadfastly carry forward the Juche-oriented march started on Mt Paektu, closely united around Kim Jong Un.

Many works published by Kim Jong Il while making the high-intensity forced march of devotion to the people all his life serve as immortal great programme reflecting the people-first principle, the most vivid expression of the Juche-oriented outlook on the people and philosophy on the people.
