The contestants played knockout games, divided into four groups. More than 800 players selected from at least 80 commissions, ministries and national institutions took part in the contest.

The Ministry of IT Industry, the Bureau for Affairs with Diplomatic Corps, the Unha Trade Bureau and the Academy of Social Sciences took the first place in each group.
