Present there from the DPRK side were Vice-Minister of External Economic Relations Ji Kyong Su and officials concerned and from the Russian side were the members of the delegation of the Maritime Territory of the Russian Federation and Vladimir Topeha, charge d'affaires ad interim of the Russian embassy in Pyongyang.

The talks discussed the issues of putting the inter-regional economic cooperation between the two countries on a higher stage.

Signed on the same day was the protocol of the 13th meeting of the bilateral working group for trade and economic cooperation between the Committee for the Promotion of International Trade of the DPRK and the Maritime Territorial Government of the Russian Federation.
