The decree said:

The sculpture "Victory" stands imposingly, ensuring the strong breath of the ever-victorious Korean revolution and strikingly displaying to the whole world the mightiness and invincibility of the DPRK which is developing with independence in politics, self-support in the economy and self-reliance in national defence.

The main sculpture "Victory" in the Monument to the Victorious Fatherland Liberation War shining with golden letters "Respects to the Great Years" is an edifice symbolizing the proud victory and matchless heroism our army and people won and displayed in the showdown with imperialism under the distinguished leadership of the great leader Comrade Kim Il Sung. And it represents the strong spirit of the heroic country and people that have won one victory after another through decades and centuries.

Along with the sculpture "Victory" that gives the immortal glory and reputation to the DPRK and instills into the Korean people the history and tradition of victory to be remembered with pride for all ages, the ever-victorious history of the great Kim Il Sung's and Kim Jong Il's Korea is given steady continuity and victory is always in store for the DPRK as it has the respected Comrade Kim Jong Un, a peerlessly great man, in the van of the revolution.

The SPA Standing Committee of the DPRK awards People's Prize to the main sculpture "Victory" in the Monument to the Victorious Fatherland Liberation War, which was wonderfully erected as a monumental edifice in the era of the Workers' Party with perfect ideological and formative artistic qualities under the energetic guidance of the peerlessly great men to give the confidence in sure victory to our people and powerfully encourage them to the heroic struggle.
