Referring to this fact, Rodong Sinmun Sunday in an article says that his precious teachings clearly indicate what should be held fast to and where efforts should be concentrated on in turning the whole country into an ideal paradise for the people and accelerating the overall national prosperity in keeping with the status and position of a powerful country. The article goes on to say:

It is the steadfast will of the Party Central Committee to radically improve the material and cultural life of the local people and further accelerate the overall development of socialism by giving complete face-lifts to the regional industry factories across the country on an annual basis in the forthcoming ten years, not in the distant future.

At the 10th Session of the 14th Supreme People's Assembly, the Party Central Committee set forth the "regional development 20×10 policy", with the intention to develop onto a higher stage the basic material and cultural living standards of local people across the country at the earliest date possible by pushing forward with the regional industry development. And it took detailed economic and practical measures for implementing the policy at the 19th Enlarged Meeting of the Political Bureau of the 8th Central Committee of the WPK.

The rapid development of regional industry is an important guarantee for reducing the gap and eliminating imbalance between town and countryside, the capital and local areas in all aspects at present, and for accelerating the building of rich and civilized society where all the regions develop simultaneously.

The development of regions is the overall prosperity and growth of the state.

It is the immutable principle of our Party that there may be differences between regions in their geographical setting, resources, economic potentials and living environment, but there should be no backward region in the aspect of the people's living in the territory of our Republic.

The new era of regional change will be opened up in reality with admirable results every year and the overall national prosperity steadily accelerated, along with the successful implementation of the "regional development 20×10 policy" for the promotion of the people's well-being which was declared by the Workers' Party of Korea, a genuine party for the people that regards it as its revolutionary climate and immutable mode of existence to believe in the people as in Heaven and make devoted service for them.
