The Cabinet has intensified its ability to control and guide economic work while working out detailed plans and strategies for carrying out the policy of the Workers' Party of Korea in an administrative and economic way.

The Ministry of Regional Industry, the State General Bureau of Industrial Design and other ministries and national institutions conducted scientific analysis of the situation of cities and counties and, on this basis, have designed new factories under a long-term plan on the principle of saving labor, area and energy and technological intensification and taken measures to ensure close ties between the units in charge of design, construction and operation.

The State Planning Commission, the Ministry of Metallurgical Industry, the Ministry of Forestry and the Ministry of Railways are pushing ahead with building projects according to schedule by organizing production and transport in a scrupulous way to give precedence to cement, steel, timber and other materials needed for construction.

The State Commission of Science and Technology and the Quality Control Commission work to further strengthen guidance, inspection, supervision and control to make sure that materials and equipment needed for construction are of good quality and modern.

The Agricultural Commission, the Ministry of Land and Environment Protection and other units have taken measures to properly select land needed for the creation of raw material bases in cities and counties and to ensure the securing of natural raw materials suited to regional features and supply seeds, farming materials, accessories for farm machines and provide correct technical guidance to farming processes.

Meanwhile, the Ministry of Labor and the Ministry of Electric Power Industry are striving to take measures for ensuring the supply of raw materials and electricity while rationally arranging management apparatus and manpower to suit the size and production capacity of forthcoming factories and methodologically training skilled workers.
