The non-permanent provincial committees for promoting Regional Development 20×10 Policy have set realistic and scientific phased goals and enhanced the role of the members of relevant panels. Meanwhile, they beef up control and guidance to ensure that cities and counties create raw material bases in a far-sighted way according to long-term plans.

Provincial, city and county Party committees are pushing ahead with the building of raw material bases as the committees' work to ensure that the regional-industry factories prove effective from the first year as the modernization of regional industry is being propelled.

Officials of 20 cities and counties where new regional-industry factories are newly built this year are designing and implementing all their work in a long-term and substantial way, true to the noble intention of the Party Central Committee that took the Party and state measures for the perfect implementation of the above-said policy.

They have made a detailed survey of the land area and the distribution of forests in regions, settled the issues arising in creating raw materials bases in a timely way and aroused the masses to the drive to turn all mountains into useful golden mountains.
