A ground-breaking ceremony for its construction took place on the spot on Feb. 22.

Present there were Han Chil Song, secretary of the Jagang Provincial Committee of the Workers' Party of Korea, officials concerned, builders and working people in Jonchon County.

Kim Yong Jun, vice-chairman of the Jagang Provincial People's Committee, made an address at the ceremony to be followed by speeches.
