In order to level up the basic material and cultural living standards of the people across the country and bring earlier comprehensive rejuvenation and growth of the state with the brilliant successes and remarkable fruition in the regional-industry revolution, it is necessary to most thoroughly and perfectly meet the policy requirements of the construction of regional-industry factories set forth by the Central Committee of the Workers' Party of Korea (WPK), the editorial says, and goes on:

Only when the said requirements are fully met without an inch of deflection and without any concession, will it be possible to realize the long-cherished desire of the regional people and provide a new motive force for the comprehensive development of the state.

Modernization should be stepped up to steadily increase the variety, quantity and quality of consumer goods by making effective use of the mountains in the mountainous regions and the sea in the coastal regions as planned by the WPK. Then, it will be possible to make epochal progress in accelerating the independent and diversified development of cities and counties and in overcoming the distinctions between the capital city and the provinces and the imbalance between the provinces.

All the officials, Party members and other working people should be well aware of the policy requirements in the construction of regional-industry factories set forth by the WPK Central Committee and thoroughly apply them to the practical struggle, thus dynamically making a great new history of regional development.

Modern regional-industry factories will be surely built in all cities and counties across the country as there are the scientific line and policy advanced by our Party, the united strength of the popular masses remaining true to the Party's leadership and the rich experience and solid potentiality of the self-supporting economy.
