On June 1, Juche 103 (2014), he gave field guidance to the development of Ssuk Islet and indicated its mission that the Sci-Tech Complex is both a comprehensive data-building base for digitizing and preserving the sci-tech achievements made by mankind and a multi-functional sci-tech service center providing access to different data through the network and enabling sharing and exchanging of information. Then he also named it "Sci-tech Complex".

At the inauguration ceremony on January 1, 2016, he personally cut the tape for its inauguration and encouraged the officials and employees of the complex to take the lead in implementing the Workers' Party of Korea's policy of making all the people well versed in science and technology and building a sci-tech power.
