Present at its inaugural ceremony held on the spot were Choe Hung Jo, secretary of the South Hamgyong Provincial Committee of the Workers' Party of Korea, officials concerned, teachers and students of the football school and builders.

Hwang Myong Chol, vice-chairman of the provincial people's committee, addressed the ceremony.
