Present as observers were officials of the SPYL Central Committee and youth league officials from ministries, national agencies, provinces, cities and counties.

The meeting discussed the first agenda item "On thoroughly implementing the decisions of the 11th Plenary Meeting of the 8th Central Committee of the Workers' Party of Korea" and the second agenda item "On revising some contents of the Rules of the Socialist Patriotic Youth League".

Mun Chol, chairman of the Central Committee of the youth league, made a report.

The reporter said that the development orientation and policy in 2025 clarified by the respected fatherly Marshal Kim Jong Un at the Eleventh Plenary Meeting of the Eighth Central Committee of the Workers' Party of Korea are a great action programme for successfully concluding the first-stage pioneering struggle, the struggle of change for the overall development of socialism and providing a sure guarantee for higher development.

He analyzed and reviewed the successes, experience, shortcomings and lessons revealed in the work of the youth league last year and mentioned the tasks for the youth league organizations to prepare their officials and members as true successors to the revolution this year.
