The main task of the newly-organized shock brigade is to solve the sci-tech problems arising at regional-industry factories, train technicians and skilled workers and disseminate advanced sci-tech data.

Senior officials of the non-permanent central committee for promoting Regional Development 20×10 Policy and the State Commission of Science and Technology and officials of the State Academy of Sciences, the Ministry of Education, the Ministry of Regional Industry, the Ministry of Light Industry and the Ministry of Labor were appointed as leading officials of the shock brigade.

The shock brigade consists of hundreds of excellent scientists, technicians and officials selected from major units in the field of science and education. It simultaneously draws the sci-tech forces in all regions into its work.

Under the guidance of the non-permanent central committee for promoting Regional Development 20×10 Policy, members of the shock brigade are conducting a campaign of technology and brains for propelling the implementation of the policy on regional development. They take charge of the sci-tech problems arising in the establishment of production system, the cultivation of crops of high yielding variety and the improvement of quality of products.
